
Following the NTRCA Annual General Meeting in April, we are pleased to announce the newly elected and returning members of the NTRCA Board. The Board plays a vital role in shaping the direction of the Alliance and supporting our shared commitment to strengthening therapeutic residential care across Australia.

Shelley Wall – Board Chair
Infinity Community Solutions Representative

Shelley Wall brings over 25 years’ experience in frontline practice, executive leadership, and special projects across the non-government and government sectors in Queensland and South Australia. She is widely respected for her strategic leadership, innovative evidence-informed practice models, and commitment to sector-wide capacity building.
Shelley has been instrumental in shaping best practice across frontline service delivery, sustainability, and practitioner development. As a founding member of the NTRCA, and a former Chair of PeakCare Qld Inc., Shelley is a passionate and influential voice for quality care, collaboration, and meaningful change across the sector.
Brett Smith
Allambi Care Representative

Brett Smith is the Executive Officer of Operations at Allambi Care, where he oversees a workforce of over 900 people delivering programs across the country. With over two decades of experience in community services—including OOHC, family preservation, disability services, and policy advocacy—Brett is a passionate leader and strategic thinker.
He brings to the Board a commitment to challenging the status quo and a values-driven leadership style rooted in simplicity, innovation, and impact. Brett and his family are also foster carers, living out the values of belonging, hope, and a positive future.
Claire Taylor – Board Treasurer
NACY’s Representative

Claire Taylor has been an active contributor to the NTRCA since 2017, first as Executive Officer and now as Treasurer. Her career began as a youth worker in government residential services and has evolved through roles in operational leadership, program design, and policy development across social and community housing, homelessness, and family support.
With dual qualifications in business (MBA) and social work (MSW), Claire brings a strong foundation in strategic thinking, systems change, and design-led innovation. She is committed to disrupting intergenerational disadvantage and building strong, collaborative partnerships that support children, families, and communities to thrive.
Andrea Senior
Kanda Representative

Andrea Senior is a seasoned director and executive with more than two decades of experience working in youth justice, specialist homelessness, alcohol and drug support, and child protection. Starting her residential care journey with Anglicare Victoria in 2006, Andrea has remained deeply connected to the sector and is driven by her belief in purposeful, trauma-informed care that supports positive transitions into adulthood.
Currently leading Children, Youth and Family Services at Kanda, Andrea champions early intervention, family reconnection, and delivering outcomes that matter. She is widely recognised for her leadership in driving responsive models of care that are grounded in community and shaped by compassion, evidence, and impact.
Bianca Moerman
Life Without Barriers Representative

With more than 20 years in leadership and practice development, Bianca Moerman joins the Board as a dynamic advocate for children, young people, and families. As Director – Practice CYF at Life Without Barriers, she oversees national clinical excellence, evidence-informed practice, and service delivery across a range of child, youth, and family programs.
Bianca has held key roles including National Manager Practice and Acting Deputy Director CYF QLD, and is known for her work in quality assurance, workforce capability, and strategic innovation. A graduate of the Australian Institute of Company Directors (AICD), Bianca brings deep governance knowledge and a commitment to continuous improvement and sector collaboration.
